From .prt to .dwg

I am having no luck in opening a Pro E cad file. I have tried and succeeded (to a degree) with other files that have the same extension. I am opening it with a free version of Kubotek Spectrum Lite 8.0.1. I get a window that says "unknown file type". The error log from the failed opening of the .prt file says "ProE Translator:Failed to Load ProE Model". How can I find out what is wrong with this particular file? Or is there someone that can open and convert it for me?
What I have converted doesn't look very good. First I am opening the .prt file with the free Spectrum Lite, then exporting it to a .pdf file, then using a .pdf converter to .dxf, then saving it as a .dwg file. Any text or curves are not coming out correctly so it makes most of the file unmanageable.
We only have a few files we need to do this to and therefore do not want to put out funds for programs. Anyone have any suggestions?

This is not a Pro/ENGINEER native file.

First guess it looks to be an HPGL plotter file, probably exported from Pro/E but not actually a Pro/E file per say.

Certainly explains why Pro/E import wouldn't read it. Try http://pldaniels.com/hpgl-dxf/
